Tja, ich kenne das Gebäude nicht. Meine Vermutung wäre aber, dass das ganze Gelände genutzt wird, nicht nur das Gebäude, also die Tags vom Gebäude entfernen?
Ausserdem muss es social_facility:for=drug_addicted heissen, nicht nur social_facility=drug_addicted

ich würde den amenity=social_facility tag auf dem Grundstück lassen und von den Häusern entfernen
