Why am I blocked?

Hello,

just wanted to login to wiki.openstreetmaps.org and I am blocked.

Its written: The IP-Adress is in the DNSBL off Openstreetmaps Wiki listed as an opened Proxy.

What does that mean and how can I be Unblocked???
