Question about dating changesets and notes

Hello guys, I’m a beginner in this field. I want to know how can I get an actual date for the changeset? I need to know whether a nearby changeset was made before or after the note. The standard web interface tells me a rough date on notes - eg, 'over a year ago, etc. Can get an accurate date (but not time) by viewing the note in iD.
I've never done that, so I would need guidance, please help me.

Hi, if on openstreetmap.org you activate the visualization of notes, and if you stay for a second with the mouse cursor just on top of the words "Over a year ago" or "5 months ago", you'll se the detailed date (with time) of the note.
