Sehe da persönlich nicht so wirklich eine freie Lizenz oder Datenfreigabe.
Dies muss Bürger/in aber nicht so hinnehmen, kann allen nur raten, in solchen Fällen mal nachzufragen, bzw. aktiv zu werden, auch bis ganz nach "oben" vgl.

Wir haben da bei den Schutzgebieten den gesunden Menschenverstand auf unserer Seite, und auch im Naturschutzgesetz - NatSchG von BW findet sich in § 27 (2) ein Veröffentlichungsgebot: "Diese [Landesanstalt] veröffentlicht in elektronischer Form das aktuelle Gesamtverzeichnis [...]"
