German Bundesländer

Hello,

I'm new to Open Streetmap and i wanted to extract the borders of the Bundesländer in Germany, without maritime borders. It occurred to me that
many borders, even far inside the country (for instance in Bremen), are tagged with maritime=yes.

This is not the case in England, because the borders on the river Thames are tagged with
waterway=yes and tidal=yes which makes it easier to exclude real maritime borders.

Isn't this a better way to tag borders on a river close to the sea?
