I am aware that it is a long term import and it started before this requirement was known to be necessary
Hopefully it can be easily obtained, as the agency was actually interested in sharing data.

It is NOT primarily about attribution, it is primarily about DRM.
CC BY licences contain a strict prohibition on distributing so licensed material with DRM-enabled media/transport. The ODbL contains a similar restriction, but allows parallel distribution of “Derivative Databases” as a way to fulfill the obligation for unrestricted access. Distribution of ODbL “Produced Works” (for example maps) does not even require that.To avoid this incompatibility we will be requiring an explicit waiver of the prohibition on applying Technological Effective Measures (as defined in the license) found in Section 2a5B of CC BY 4.0.
I am pretty sure that this attribution-related permission is not sufficient.

Just as a note, prior to the review of CC BY 4.0 compatibility by the LWG (and CC fwiw), we were very clear that 4.0 licensed material should -not- be imported, the importers knew this and were ignoring it at their own risk.

There seems to be some confusion here. We are fully aware of the CC BY limitations, so what we have obtained is a complete explicit permission from Kartverket to use their open data in OSM. It is not limited to attribution - that item is specifically mentioned just to have clarity on how attribution is done by OSM.
Anyway, we now import the same road data from the NVDB system at Statens Vegvesen. We also have an explicit permission from Statens Vegvesen for the same data: https://forum.openstreetmap.org/viewtopic.php?id=63483

Kartverket have given explicit permission to use their data in OSM.
Kartverket require attribution when their data is used. Therefore, we asked them to confirm that it would be sufficient that they were mentioned here: https://wiki.openstreetmap.org/wiki/Contributors#Kartverket_.28Norwegian_Mapping_Authority.29
