Context: We have an phone app for blind people. We will tell the blind person what kind of road they are approaching. I need the correct translation for “Service Road” so that our users will understand it.

You could use “voie d’accès” in urban zone or “route d’accès” in rural zone.
But both these terms are fine in urban and rural zone if you cannot distinguish the zone.
