Allowed access on streets, paths etc

In an area with paid access like a themepark or zoo, wouldn’t it be more correct to have “Allowed access” set to “permit”?

Can you give an example? Some parts of e.g. a zoo may be paid access, some may be free but permissive access, some will be private and some may actually by public.

I looked around in Tivoli, Frilandsmuseet, Den Gamle By, Legoland and Copenhagen zoo, as i know them pretty well
Paid access but all paths are set as public

Also took a look at Disneyland, although i’ve never been there, but same issue.

Looking at one example in Tivoli, https://www.openstreetmap.org/way/28432651 , that doesn’t have access defined on it (other than “no cycling”).

Sounds like access=customers to me
