Access restriction for 10-wheelers

A restriction that is quite common in Thailand: no entry for trucks >= 10 wheels. How do I tag that correctly?

I think I can answer my own question:

hgv:conditional=no @ (15:00-18:00 AND wheels>=10)
highway=secondary

What I don't know is whether Thais count double wheels as one or not. In NZ a typical 3-axle truck is called a 6-wheeler, although it has 10 individual wheels.

Hi,

Double wheels are counted as two wheels so the following will be considered a 6 wheeler
