district boundaries

District boundaries in India

The boundaries of districts at the coast use the 12nm maritime zone boundaries of the country.
The Indian district administrations take the coastline as boundary.

Strange example :
Lakshadweep district : official = 30km²  ; OSM = 26 598 km²
and so on.

In other countries mappers use normally the maritime boundaries for admin_level 2,4 and the coastline for admin_level=5,6…

My proposal : we change the boundaries of districts (admin_level=5) to the landaera (that means coastline).

What is your opinion?
