Staircase using Simple Indoor Tagging schema

If you go to the link below, you’ll see a stairway that climbs from level=0 to level=0.5. There is a landing at 0.5 and then more stairs from 0.5 to 1.0.

Does this comply with the Simple Indoor Tagging (SIT) schema? Is this the best (current) way to indicate proper indoor routing via a staircase according to SIT? Opinions?

Opinion only: We use it on stair cases that have large landings where you may have to walk 5 steps or so to get to the next flight.
The Wiki ‘key:level’ page mentions fractional staircase levels are the ‘proposal’ stage.
I think I would draw the whole stair case as one room that spanned all the floors, and contained all the level tags within that one room.
Not sure if this is relevant, but I have come across European maps that have .3, .5, .7, etc, fractional levels in subway areas.
