Sorry, when I tried to add a new proposal I probably destroy the template. Could anybody revert my changes and tell me how I should have done it, so I eventually get a NEW proposal page? Thanks and sorry again.

Ok, thanks for the notice. I created https://wiki.openstreetmap.org/wiki/Proposed_features/Boat_school for you. This will be your proposal page. (You should have copied your text to a new page and omitted the quotes.)
Maybe, https://wiki.openstreetmap.org/wiki/Proposal_process#Creating_a_proposal_page helps you setting up your page? There is also a link to the manual how to create a new page (this is not necessary any more, I did that for you).
