stitching together boundary segments to create a closed boundary
Not sure if I did this right--can anyone advise if this approach is cricket, creating a relation between two segments of an administrative boundary rather than redrawing the entire boundary? https://www.openstreetmap.org/relation/ … 39/58.4328
If it's not please advise and I'll rebuild the boundary. Thanks in advance.

Hi Allan,
I looked at those boundaries. What surprises me is that the ways only belong to a single boundary relation. Typically they would belong to 2 for 2 neighbouring areas, or more, if they belong to boundaries of more than one level.
The composing ways don't really need tags (except for boundary=adminsitrative) and they definitely don't need layer=-3.
