County data for Chile

Hi,

I have used OSM data on my GPSr for a couple of years now, but are completely new to the forums/mapping process.

The question I have is about how to incorporate/update the data about county borders in Chile.
Chile has 15 regions which are fully implemented in OSM. These 15 regions are subdivided into about 55 provinces “provincias” (also available in OSM) which are in turn subdivided further into about 300 counties “comunas”. The data about some of those comunas is not included in the current OSM data and I would like to know how to fix this.

Is there anybody willing to do this or help me in the process?

The first question for your project will be:
What is the source of this data and is it legal to use in OSM database (copyright!)?
