This post is about notes #883103 and #883098. There are bunkers in the positions of the notes, but they are not represented. Some places that have no icon are rendered as a dot, but in this case, bunkers are not represented at all. Is this normal?

Not represented where? They are represented in the map database, e.g. http://www.openstreetmap.org/node/4604167918
There are many things that are in the map database and not in, for example, the standard Mapnik layer.
Incidentally, name=Bunker is almost certainly wrong. It probably should have no name tag at all. This is especially true as there seems to be more than one with the same name.
On the other hand, there probably should be a building tag,although I’m not sure that buildings mapped as nodes are rendered in the standard layer.
I meant not rendered in the Mapnik layer.
I added the name tag just to see if this way it was rendered. I will remove the name tag later since they do not have a name.

There are several tags to describe a bunker.
According to taginfo https://taginfo.openstreetmap.org/tags/military=bunker there are 33240 mapped now.
