Programmatically convert OSM file to SVG

Is there a way to programmatically (command line or api) convert an OSM file to a SVG given I have a file containing styles..etc
Does anyone have experience with this?

I see this page http://wiki.openstreetmap.org/wiki/SVG - but it's down at the moment.

Mapnik with Cairo output to SVG. Very doable but not trivial to set up.
