Min Norsk er ikke bra.
I have been looking at some of the back roads with a lift_gate. I did not see the expected tag access=private or any other tag ?
What’s the Norwegian way of tagging these roads ?

That’s most likely just missing tagging. If you know for sure that a barrier should have access=private or similar, feel free to tag it! Remember that access=* is used to describe legal access - don’t guess if you don’t know. 
You can also ask on the mailing list.
One more thing: access=* implies all transport modes, including foot and bicycle. The correct tagging in Norway is usually motor_vehicle=*.
