a user can't edit or even delete his/her own note...
Please enable a note editing and deleting.
I can't take the risk to use them anymore, it's just too risky.

Why is it to risky for you to use OSM notes?
Can you give us an example?
If it is a risk for you, then DON'T create or edit them, thus no ris.

Agreed. If using notes is risky, then you're probably using notes in a way that wasn't intended.
