Which JOSM version, Java version, OS shows this problem?
It works without problems on Ubuntu 14.04, Java 1.8.0_20, JOSM 7573 and shows a single Waypoint.
SotM Baltics, 3.-4. August 2013, Tartu, Estonia: amenity=university, mappers=yes

Works okay for me and shows a single waypoint (Mac 10.7.5 with Java "Version 7 update 67" running JOSM 7480). Maybe it is something Windows specific, assuming Windows because of the "C:\" in the file path.

Seems to work fine for me on Windows 7. With Java 1.7.0_67, JOSM 7480.
So maybe some specific setting on your computer. Maybe it depends on what language you have set for Windows, or whether you have unicode features installed?
