Urgency：plugin in JOSM
I can't download some plugins from the websites below

The plugins I need are building_tools and Piclayer.I a user from Chinese Mainland.The version of my
JOSM is 6767. Does anyone has the same problem or help me find the reason. Very very thanks!

when I was downloading plug-in list from 'https://josm.openstreetmap.de/plugin',the progress bar always stopped in the middle and disappeared after a while.In fact,plugins weren't installed.I didn't know why.Maybe the unstable network caused.
