Hmm, mangels Ortskenntnis möchte und kann ich das nicht beantworten. Vermutlich war das aber auch vor dem Einsturz schon nicht erlaubt. Im jetzigen Zustand bin ich mir sicher, dürfen Fahrradfahrer die Brücke(nreste) nicht benutzen.

Ja, ist im Allgemeinen in Washington erlaubt. Ausnahmen finden sich hier: http://www.wsdot.wa.gov/bike/closed.htm
