He is talking about the Android and Blackberry application OSMAND (https://play.google.com/store/apps/deta … net.osmand).
It is a opensource project where he added the Hebrew strings, so the whole application will appear in Hebrew if you want to.

So if there is interest of using OSMAND in a fully Hebrew interface you should check his translation for mistakes.
BTW: Osmand is the best Android application for OSM editing and routing in my opinion. I'm using it when driving around in Israel and specially the offline addig of POI and OSMBugs is great.
