Confused

Can anyone work out what’s going on here:

It looks like someone has confused a river with a boundary?

I don’t quite see the problem [but I’m no expert]. Rivers often form natural boundaries. Apart from the river being incomplete [it may go underground for that bit?] I’m not sure what you see wrong.

A lot of county borders do follow rivers. I don’t know the area, but that could be 2 rivers that start in the mountain and flow different directions. The county border could just follow one river up to it’s source, then hope along to the source of another river and follow that down the river.
