Осмозисом. Правда, именно эту функцию у него не пробовал, но в вики вполне всё описано:

Да и вообще, первое, о чем сразу думается при вопросе об обработке osm-файлов - а нет ли у Осмозиса такой функции? :-)

еще osmsort.pl из набора osm2mp по идее должен и с такой задачей справиться.
А еще может оказаться проще и правильнее взять дамп России и вырезать из него нужный регион, меньше вероятность ошибок в местах склейки.
