Street / City resolution

Hello,

I'm trying to inverse-geolocate a lot of points (different each time) coming from a lot of moving devices (read cars/trucks). I need to know the street/road where they are. My first solution was make a lof of petitions to google /bing /other systems, but since I have a lot of moving vehicles, it takes a lot of time and the queue of points not geocolated becomes so big.

I think the best way is to download a cartography and make a system to geocolate that points locally, correct?

So the problem now is... what cartography could I use? and... what DB is the correct for that? and... is there any thing like that already working to download and use it?

when you use the search function of this forum with the word "geocoding" you already get some results that might help you.
