Local charset on Garmin maps (displaying russian characters)

That should be easy to solve, if koi8r is the russian charset.

garmin uses cp1251, but it is not an issue here. St. Petersburg area
borders with Finnland (iso8859-1) and Estonia (iso8859-4), so
it's a pity to loose all national characters, which do not fit into
one codepage.

So What should I do to make my russian maps look good? I thought a charset (or codepage) conversion would be enough. (I'm going to Russia later this year so I'm interested in having cyrlic names, on the map).

If I want Estonian and Finnish names to look good, I guess I should be able to generate these maps separatly with their own local charset defined?
