It is becoming a norm in OSM to use highway=path in offroad/non-urban locations and keep highway=footway and highway=cycleway for urban locations. The distinction between the different path types is done using access tags, such as bicycle/foot=no or bicycle/foot=designated.
I would like to perform a bulk update for non-urban footways and cycleways in Israel, such that:
highway=footway will be replaced with highway=path + bicycle=no + foot=designated
highway=cycleway will be replaced with highway=path + foot=no + bicycle=designated
The change will be applied only to paths more than 1 Km away from a landuse=residential or landuse=industrial.
