Not arguing, just trying to understand…
Doesn’t that imply that the two streets are alternatives? Rather than one address with two streets in a heirarchical order?

That’s not exactly the same. It would work if the building has two addresses (maybe as two entrances), but is not an address with two roads.
David, can you post a real world example?
There’s a house near me with the official (from the post office) address of:
Casa-D-Ora
1 Upper Bankend
Lanark Road
Crossford
CARLUKE
ML8 5RA
Lanark Road is the more ‘major’ road and Upper Bankend is a minor spur off it.
TBH I’m not sure how many people in the area are even aware of Upper Bankend even being a thing; nontheless it’s the official Post Office address and the official difference between it and the house next door that is 3 Upper Bankend. Wheras Lanark Road is the road that everyone knows and is on all the maps.
