International Boundary between Turks and Caicos and the Dominican Rep.

The international boundary between the Turks and Caicos Islands and the Dominican Republic is wildly inaccurate. OSE seems to be basing the southeastern boundary off simply the islands of Grand Turk and Salt Cay, and this should actually be from the Mouchoir Banks, which are much further southeast.

The Turks and Caicos is a British Overseas Territory. A 1996 agreement between the United Kingdom and the Dominican Republic formalized the boundary between the two countries, which involved 5 lat/lon coordinates. How can the international boundary be adjusted to reflect the coordinates in the treaty?
