I am a newcomer to everything that has to do with OSM. Recently I have tried to convert my own OSM data to XML from another format (which is not important). Now the question arises whether the order of attributes in the XML tags plays a role and whether they always have the same position in the XML tag. Such fixed rules are of course advantageous for the converter, because I can eliminate all checks and simply know that the first attribute of a node is always an ID.
