Hi.
As meant here(http://wiki.openstreetmap.org/wiki/Changeset), maximum changeset capacity is about 10k features. But as you can see changeset(https://www.openstreetmap.org/changeset/43301218) has about 33k of edits.
Is it normal situation or a bug?

I thought the maximum changeset size has changed recently, the webpage on changesets was only updated in feb of this year from 50.000 to 10.000 (https://wiki.openstreetmap.org/w/index.php?title=Changeset&type=revision&diff=1424861&oldid=1345995)
The relevant changes were initiated by Stereo late January, and implemented fairly quickly: see links from https://lists.openstreetmap.org/pipermail/dev/2017-January/029681.html
