I have not been logged in for some time. While trying to make a new thread I was redirected to this thread. What do I need to do do be able to create new threads?

You should be able to create a new thread simply by clicking the 'Post New Topic' link.

I also get a lot of questions this forum does not accept new registrations.
Lambertus, could you please fix that?
And please add the BBcode in the edit mode...

Do we still need this info message months after the update is done?:

The forum software has recently been upgraded. Not all previous modifications have been re-applied yet, see here for more info and problem reporting.

Yes, we need it because there are many important unsolved issues:

- No BB code buttons
- No quick quote
- Missing redirect/information on the registration page
- No secure TLS connection

Now the administration of this forum is in other hands (thanks guys) please fix the issues above (secure connection is already applied). The registration for new members is IMHO the most important one, https://forum.openstreetmap.org/register.php leads to nowhere (if you are not  logged in you will see "This forum is not accepting new registrations" which is very unwelcome).
