Sometimes I wish there were good tags to denote that a road is in really bad condition.
Please see the next two pictures. How would you tag them?
The 1st road continued for 36 kilometers!
The 2nd road below had a stretch of about 10 kilometers like this.
I’ve encountered even worse roads in Indonesia or India…

My suggestion:
highway=tertiary (or unclassified or secondary)
surface=asphalt_ruts
smoothness=bad (or very_bad)
