Background:
When filling up gaps in in landuse, often the areas around are well mapped.
I do not want to redraw existing lines using existing nodes when filling these gaps.
The alternativ, splitting existing ways up and combining them into multipolygons is not accepted by many users.
So what I would like to do is the following:
1 Splitting existing ways up
2 duplicating the sections needed for the new landuse
3 combining the old ways back together
4 combining the new ways forming a new way, maybe adding some new sections.
Everything exept 2 can be easily done in JOSM.
