we also need to agree if we use exit_to or destination keys for highway exits

I cannot accept just tagging one side of the dual carriageway: it makes no sense when the driver has information for one side, but none on the other.
Most countries in the world add names to both sides of the carriageway.
Again, please don’t tag just to satisfy the renderer.
