OSM is more “do it yourself” than “please do it for me”. They are many, many, many places around the world which are missing in OSM. You can call for contributors for your local area but you will have better chance to succeed if you do it on your regional wiki or mailing list (see the wiki “Contact” page). You can also try to organise some mapping parties, contact some local communities which might find some interrest to that subject (I’m thinking about the open source community which is quite open to the philosophy of OSM or clubs (computers, geocaching, cycling), fellowships, etc)
