I’ve recently been to Laos and Cambodia and now updating some details along the way acc. to the notes I made. Several times I encountered some concrete made constructions, that are ford and bridge at the same time. During rainy season the passage is flooded, during dry season the water runs below under a bridge. The bridge can be only a part of the ford (example @ 15.39181, 106.2547474) or can stretch along the entire length. How to tag?

Where to put the layer info? Both, layer=1 for the bridge or layer=-1 for the waterway doesn’t fit the ford situation.
