Is it possible to set a default language for translation . Say , for my user ID , I would like to set the translation languague to Tamil instead of every time keying in தமிழ் .

This forum uses a pulldown for the language, so I don’t think you are referring to the forum.
The main openstreetpmap web site uses language codes (e.g. ta in your case) not the localised name of the language.
