This background comes from polish government. They decide to provide such images for OSM community in Poland.
Now we can draw things like this: http://osmapa.pl/w/area/?lat=53.44468&lon=14.49778&zoom=19&ol=AB
which is helpful in many cases.
I know, the quality of Bing in Argentina is not absolutely good.
Maybe you can use this example from Poland and make lobbying for OSM with your government?
