Missing ways

I have just downloaded an area in xml format from the osm website

<bounds minlat="47.849054421" minlon="7.851920243" maxlat="47.854771088" maxlon="7.86218691"/>

Inside the resulting xml-file there is a relation that refers to ways that haven’t been included in this file.

Shouldn’t all stuff belonging to the elements in this bbox be included as well?

IIRC, members of relations aren’t automatically downloaded unless they are within the bounding box.
