Look, we here, in Russia, had a high flood in small town named Krymsk two years ago, see http://en.wikipedia.org/wiki/2012_Krasnodar_Krai_floods .
It happened at night from 6 to 7, July. At 7, July one osmer (Kotelnikov) from nearby city visited Krymsk to help local residents. He noticed, that OSM map of the town was in very poor state, it had only main streets without even names. So in the next day’s morning (8, July) he asked for mapping help at this forum:

And during next days and weeks Kotelnikov and his friends were eyes and hands of russian OSM community. Community were mapping, in next 48 hours OSM map of Krymsk already had 15000 buildings, 7700 address points (more than half of all town addresses). Quickly was organized frequent conversion of the map to different formats: for Garmin and other navigators, JPG and PDF renderings, even atlases for printing (see http://xn–e1aaps0bc.net/pdf/krymsk-atlas.pdf ).
And most important, Kotelnikov and his friends were at Krymsk and were printing and spreading maps among volunteers and official rescuers (they also hadn’t good map! compare this http://forum.openstreetmap.org/viewtopic.php?pid=254821#p254821 and this http://forum.openstreetmap.org/viewtopic.php?pid=254729#p254729 )
He was also giving us very valuable feedbacks - what should be mapped or corrected first. It is a long story, but in short - our maps were really heavily used by locals, it was real help.
So russian community have gained good experience in mapping help for flood relief. That’s why dkiselev (from Russia) started this particular topic - he offered our experience to serbian community. BUT for effective usage of the experience somebody had to work as our eyes and hands at the place of flood. Somebody had to print and spread maps, somebody had to gather local (oral !) feedbacks for map and pass them to us.
And now look at serbian part of forum. It was (and still is) silent. That’s why I was asking - was the OSM map really used for flood relief? Not in websites, but in offline? It is not motivating to draw unused maps of far away country, we all have something close to us to map.
PS Just a couple of numbers: Russian community has approximately 200 active mappers every day, Serbian - around 5. We could be a real help if somebody on serbian side could coordinate our efforts.
