I’ve been away for the midsummer festitivities, that’s why I didn’t notice your question until now. It’s been a long while since I did some boundary relations. I’d to wind up some thought of the Finnish ones.
As I cab see, the boundary for Southern Finland (http://www.openstreetmap.org/relation/38090) is out of date. It is the boundary of the no longer existing county. The counties were replaced by “Regional State Administrative Agencies of Finland” as listed on http://en.wikipedia.org/wiki/Regional_State_Administrative_Agencies_of_Finland . However, EU statistics uses NUTS (Nomenclature des Unités Territoriales Statistiques) to describe the borders. In this case the above “old” Southern Finland boundary still exists and is classified as FI18 (according to http://en.wikipedia.org/wiki/NUTS_of_Finland))
There are 300 + municipalities (LAU2) are of level 8 Ca 70 sub-regions (a cluster of municipalities. LAU1), 7 - http://en.wikipedia.org/wiki/Sub-regions_of_Finland 20 regions (NUTS3), 6 - see http://en.wikipedia.org/wiki/Regions_of_Finland 5 “former counties” (NUTS2), 4 1 Finland (NUTS1), 3
and then there are 15 business, traffic and environment centres 6 Regional State Administrative Agencies of Finland + Åland Islands
As we on the Finnish forum agreed, those 15 centres got the level 5. As I know see, there’s no free level for those seven state administrative centres. Maybe NUTS1 + NUTS2 should be relevelled (as level 2 resp. 3 - The Check Republic is of level 2) and the state admin centres get level 4. I’ll be discussing this on the Finnish forum.

As I serched for info on NUTS2 and other stuff, I found that the english (and Finnish) wikipages are out of date regarding the NUTS2 areas of Finland. There has been a change of the borders in 2012 (I think) and I found a map of the current NUTS2 borders at Tilastokeskus (Statistics Finland) with a map in Finnish: http://tilastokeskus.fi/meta/luokitukset/nuts/002-2012/index.html
The English names are as FI1B Helsinki-Uusimaa (split from the old Southern Finland region) FI1C Southern Finland (what is left of the old one) FI19 Western Finland (no changes to the borders here) FI1D Northern and Eastern Finland (two regions merged into a new one) FI20 Åland (no changes)
All the NUTS3 areas (except Western Finland and Åland) should be checked, as well. The ref code for those has been changed due to the new NUTS2 refs.
BTW, as of my earlier post today, I mentioned that there are 20 sub-regions in Finland. I forgot that Uusimaa and Eastern Uusimaa merged in 2012, so there are only 19.
