In the Liechtenstein area this user has blocked a lot of cycleways for cyclists and pedestrians:

In the meantime he tagged those ways with motor_vehicle=yes. I have corrected some where I have cycled recently and contacted this user.
Maybe someone in the area can keep an eye on his activities? 
Already got an answer from VCLI, I think the interpretation of “Zugangsbeschränkung” was the case here.
