Provinces wrong after importing to garmin

After importing to Garmin I noticed that all the provinces on the cities are set to ABC rather than ON.

Is this an option I missed or is it a bug?

Edit: Guess I should have said I'm using mkgmap

If I extract the boundaries into a separate file with osmosis, like you may do with coastlines, and use --createboundsfile and --location-autofill=bounds with mkgmap it seems to work better.
