I have worked on a project in Mozambique where we have digitized lots of roads data for an area there. How would it be possible to share the data with the OSM community?

The owner of the database rights in the data needs to agree to the OSM licensing terms and then create an OSM account in their name, then just upload the data.
This really needs to be done in an official capacity by the organisation that owns the rights, not just personally by a member.
Also, the upload must not be mechanical. You should verify each upload against what is already there, merging where necessary and possibly shifting the datum slightly to match existing mapping (or shifting the existing mapping if you are certain you have a more accurate datum).
