possible? data logger to locate position on OSM map without web access

I am a GPS/mapping newbie  Recently got a Columbus V-900 data logger, have recorded some tracks, viewed in Google Earth, and got a live GPS reading on my PC (Vista) laptop via bluetooth using evaluation copy of VisualGPSXP…

What I’d like to be able to do is download OSM maps of Tokyo & Kyoto and, when I’m travelling, locate myself on the laptop (i.e. position on a streetmap) … is this possible without a web connection? What software would u recommend for the PC?

My wife has a Nokia phone - could we add OSM maps to this and similarly locate ourselves on a map (without web access)?

Thank you, and look forward to contributing to OSM
