Is there the need for other forum parts, like world wide discussion for a type of transportation mode.
Like small groups, moped, mofa.
These have their own problems.
Is such forumpart a the step up to more projects for such small groups.
Does it bring people together?

I would say: No … because it can be to special already.
Try to create some pages in the OSM wiki about your aim (or see what already exists so far), there we have discussion pages to each article there.
