Link road classification

Hi all,
I want to discuss classification of link roads in Israel.
We have several options for giving classification to the link road:
1 Lower between two
2 Higher between two
3 Type of "from" road
4 Type of "to" road

It will be very good if we'll decide about single rule for this, so all junction will look similar.

For me, personally, only 2 and 4 makes sence.

They refer to options 1 and 2. They say 2 is best for interchanges, and 1 or 2 for intersections.
So I think I'd prefer always 2.

In mapa atlas they use option 3 but I think that 2 option is better
