Downloading a changeset in JOSM

In JOSM's Changeset Management Dialogue, clicking on the buttons to select or zoom in to objects returns a message "The selected object is not available in the current edit layer", and opening a changeset downloaded from openstreetmap.org in JOSM results in "no data found". Is there an option somewhere to download the content of a changeset to an edit layer and not just to the dialogue?
