Tell please what is the better approach for naming streets in foreign countries?

I’m from Ukraine. Now we have discussion about what value should be in the name:en tag in case if street named as persons surname, e.g. Tolstoy street.

There are two choices:

  1. Transliteration (value is sounds like), in this case name would be written the same as it sounds in Ukrainian - Tolstogo street
  2. Adaptation to English - Tolstoy street.

What choice would be preferred by you, English native speakers?

Go for Option 2 I think

Option 1 seems like more of a matter of judgement
